I have just spent half an hour with my machine totally unusable due to it being maxed out on all the items the "MS Resource Monitor" monitors ie CPU, Memory, Disk and lesser network and this was all from start up I hadn't even opened a programme - apart from Resource Manager to see what was going on.
Out of all the things running this CompatTelRunner.exe appeared to be the culprit.

question:
  • has anyone else had this problem?
  • is it a legitimate programme?
  • is it something I can get rid of to stop it happening again?

Im hoping that you clever bods can help me out

Thanks Pete hopefully I have managed to disable it thanks to your help.

can't understand why I was getting hit with this as it appears to be a windows 10 thing yet Im running windows 7.

Sadly I think MS have introduced a lot of the Windows 10 telemetry collection / spying stuff in to Windows 7
